( 1 -10 scale and a short explination of why you gave the score you did! Please and Thankyou!)

Name: Alright! So you need a name for your jutsu. This is pretty simple, as it normally is a 'summary' of the jutsu itself. So give it a shot and I'm pretty sure you can come up with some pretty epic sounding names for attacks. To make yours personal jutsu sound more legit, you can even add a japanese translation of the name along with it! Dont speak japanese? No biggy! There are plenty of good translators out there for free. Here is one of my personal favorites: Japanese Translator

Rank: This is where the level of the jutsu is listed. There are six different rankings, and to be most efficient I will outline each individually.

E-rank: The very basics of ninja tech. Some of these don't even involve chakra use. These are limited to the academy jutsu list, however it is possible to come up with your own 'E' rank jutsu.

D-rank: The beginnings of chakra control are display here in the D-rank. Small scale elemental control i also possible for this rank of jutsu. There are again, a hand full of 'D' rank jutsu that are common to the ninja-verse, however many useful simple techniques come from the D-rank branch. Most any ranking ninja can pull off multiple D-rank jutsu without too much effect on their chakra supply.

C: C-rank is where the bread and butter of elmental control begin. Jutsu given C-rank status can work on human scales, but in the same instance have more noticable effects on chakra. While higher level ninja can use these with ease, Genin and Chunnin usually start feeling the burn from cranking out a round of these jutsu. For any complete ninja, C-rank jutsu usually make up the core of their techniques.

B: B-rank is considered the beginning of the formation of hidden jutsu. These jutsu usually work in scales two or three times human potencial, however also command much more chakra control and usage. Because of this, a ninja usually must be at least a Chunnin to start using these jutsu. These jutsu usually command a large chunk of chakra to use, and even for elite-nin, cannot be used repeatedly without feeling the effects of fatigue

A: A-rank jutsu are the real deal. Limited to Jounin ninja and up, these are known as the Assassination techniques. A-rank jutsu either have multiple steps, are very complicated, or are in large scale. All though any jutsu can be deadly, A-rank offensive jutsu are known to be the most threatening of technique, while defensive A-rank jutsu can turn any ninja into a fortress on the battlefeild. While it is possible to learn multiple of such jutsu, even the most advanced of ninja can only pull these A-ranked jutst off a hand full of times before their chakra begins to fatigue.

S: S-rank jutsu are considered the most powerful, most dangerous, and most skilled jutsu of them all. Even Jounin must excel to higher levels of skill before they can create an 'S' ranked jutsu. These scales are usually larger then life and some techniques are so mindblowing that their abilities can only be described as a miricle or a disaster. There are many supplementary effects that are considered 'S'-rank for granting amazing abilities to the user themselves. Approach with caution and create with care, for the activation of these jutsu are resticted to less than four times a battle.

Type: Jutsu have many different 'types' in which they rest in. Usually, any ninja will have types that they specialize in. It is possible for ninja to learn jutsu outside of their specialty, however they are generally C-ranked or lower in orgin. Just like the ranks, these different types are broken down into their individual parts. There may be more types then those below. and some types can even be invented via KKG, but

Ninjutsu- The most common of jutsu in the ninja world, where most of the elemental jutsu make their home. Ninjutsu in general is how all jutsu are categorized that dont have a specific. These usually include physical manipulation of somesort; whether it be of the self, chakra or of the surroundings.
Weaponry- Weaponry, the cousin of Taijutsu, is basically fighting with weapons, and more specifically ANY weapon. These techniques are usually non-chakra consuming, however there are many Weaponry techniques made to amplify some aspect of a weapon.

Puppetry- Puppetry jutsu are techniques that are used by a puppet master via a puppet. Puppetry jutsu are usually ninjutsu that is channeled to a mechanism of the puppet itself that allows the puppet to then use or activate a jutsu. Beware, to have this you must also have approved puppets, a puppetry specialty, and some form of ninjutsu that allows you to weild your puppets, like chakra strings.

Genjutsu- Genjutsu are jutsu that originate form the sense and work on a mental level, effecting how the opponent/target sense's interact with the world around them. More complex genjutsu can block or invade the mind itself on a personal informative level. Some Genjutsu can be cast on the self, and have benificial supplementary effects. Because the illusion rests in the opponents mind, they are usually drained of a minimul amount of chakra as the illusion continues. Beware, a 'Kai' can sometimes be enough to free a trapped foe form such an illusion.

Kenjutsu- Kenjutsu make their home in the art of sword weilding. These are specific to blades. In the naruto-verse, there are many different kinds of swords with many unique abilities and some without ability at all that are simply uniform swords. Either way, these techniques utilize the sword for an attack. Kenjutsu is usually more deadly and potent then weaponry attacks, seeing as though it is specialized for a blade.

Taijutsu- Taijutsu is the form known as hand to hand combat. Usually the least chakra consuming, taijutsu can range from complicated moves, combos, steps and stances, to one time attacks. The difficulty of such attacks usually measures the rank of the attack. Without some sort taijutsu or weaponry techniques, close quarters battle might be an issue.

Fuuinjutsu- usually the most complicated of jutsu, Fuuinjutsu deals with seal, and the ability to cast them upon objects or people. Sealing processes commonly use scrolls to pull physical or spiritual matter into the seal, where they can be neutralized or unsealed at a later date. Some seals carry abilities and when these abilities are unseal, they give a person special supplementary abilities. These usually only last for certain durations and many seals are very specific about what can and cannot be sealed/released.

Element: There are Five basic elements, you can most likely already tell the differences between each and possible effects.
Lightning- Static and magnetic bonds, surface burns, neurological effects, electricution.
Wind- Gales, whirlwinds, slices, cuts, pressure manipulation, projectile manipulation.
Earth- Density, physical damage, specific ground manipulations.
Water- summoning water, three seperate water stages, increasing the density of 'live' water.
Fire- creating/generating fire, scolding burns, melting of objects, energy exchanges.

Of course these are the basics. There are 'heavenly' combinations of elements, for example the infamous Mokudon element. However, these are based on Kekkei Genkai abilities and must be approved via clan before use.

Description: This is where you make your new jutsu shine! The description should include every detail about the attack. It's range, duration, abilities, effects etc., You should try to include not only a description of the physical effect and the 'behind the sense' process of the jutsu, but also the effects of the technique and what exactly will happen to the target/opponent if the jutsu is successful. While there is no required length, any loopholes are easily exploited so it's best to be as thorogh as possible. The rule of thumb is about three lines of description to represent your personal jutsu.

HAVE SOME EXPERIENCE MAKING JUTSU!? Here are some more 'advanced' hints and tricks to make really customize your jutsu to fit your personal style.

Supplementary jutsu- These are jutsu, in whatever form, that have an enhancing effect. Strengthen your character or your characters equipment to give them the edge in battle, or safeguard yourself with defensive supplementary jutsu. Either way, you can gain an edge over an opponent.

'Earth' combintions- While Advanced Elements are only possible via KKG, combinations of seperate elements are also possible. Some jutsu require that more then one element. These are usually 'B' rank and above in nature, however many different combinations of elements can make an attack even more powerful. For example, Kakuzu uses his wind and fire attacks together to form a typhoon of flames! Coming up with combinations for your jutsu might be the next best innovation for your battling experience.

Clan jutsu and Kekkei Genkai- While some jutsu come customary to a clan, it is very possible for you to make your own jutsu that reflects the original aspects or traits of your clan. In a clan that manipulates some special element? Use it to form many new jutsu outside of the list of Clan jutsu. Of course, the clan must be approved before hand.

Specialty combinations- Sometimes, a jutsu will fit into more than one category. Maybe you have a jutsu that has real and illusionary components? Then the 'type' might be both genjutsu and ninjutsu. Have a close combat tech that you can use with weapons? Then it may be both a Taijutsu and Weaponry specialty. Again, these are usually restricted to B-rank and up, but it is very possible to have more then one type per attack.

Multi-rank jutsu- Some techniques can have many different levels of effect. Sometimes you can use the same jutsu in a weaker 'C' ranked form, and in other situations use the same jutsu at a more powerful 'A' ranked form. Just put the rank as 'C-A' and you can have the best of it all! Of course, it's important that you put in the description what the difference between each individual rank is.

Post-prep jutsu- These are jutsu that take time to charge or some prerequisit to working. Of course, the downside is that while one is 'prepping' a jutsu, they cannot cast any other jutsu, but in many situations, it can give a jutsu that is considered lower rank, higher power then it's rank suggests. Not any jutsu can be 'prepped' and most justu that require prepping cannot be used without the prepping, however again, the additional power may give the edge in a frantic situations

Post-Lag jutsu- These are jutsu who, like post-prep, take place in future posts. It is possible to cast other jutsu during this waiting period, but it is a good chance to catch the opponent off guard with a long forgotten technquies. If you hav a jutsu that has such an activation lag, be sure to put in the description exactly how long the lag exists.

AND MORE! There are plenty of innovative ideas that are waiting to be discovered!

Is that according to our sites rules? because thats not true in the series.
Naruto uses Tajuu Kage bunshin,
Rock Lee uses Hachimon
etc.

I believe that Near has a point, but i think Anbu San is trying to say that we dont want every single Shinobi to have a OP jutsu for their rank, which makes some sense too...
