One Player, Many Questions

Greetings. I spent a great deal of time looking over this site yesterday...and I'd like to say that I've read over every page available to a non-member, but I've apparently missed some. In other words, I have a few questions that I would appreciate assistance with if someone would be so kind...

1) Am I supposed to register before posting my character application? If so, I need to be enabled to do so.

2) Where can I find a list of all the clans located within a particular village?

3) Where can I find a list of all the jutsu in this game?

4) Once I make it into the character creation process, I would like to create a Jounin of the Sand village since there is an open slot...but it requires permission from Adam. I expect some questions would be asked regarding this, so fire away. I have about 5 years of RPing under my belt.
